James Reese enjoyed a lengthy, successful and decorated career in the US Special Forces – having served for more than 25 years in the coveted “Delta Force” before retiring as Lt. Colonel in 2007. It wasn’t long after retirement that Reese started TigerSwan, a Service-Disabled Veteran-Owned Small Business (SDVOSB) that provides global risk management solutions to clients around the globe.


As James Reese knows, the SDVOSB designation first went into effect after the passage of The Veterans Benefits, Health Care, and Information Technology Act of 2006. Once enacted, the law gave the Department of Veterans Affairs the power to procure contracts with a variety of sub-groups of small businesses throughout the country. Notably, SDVOSBs were given the most prominence in that small business hierarchy.

SDVOSBs are defined as companies with “at least 51 percent direct, unconditional ownership by a military veteran.” The current federal government goal is to award 3 percent of all federal contracts to SDVOSBs.
